12月10日，中核汇能及新华发电发布2025-2026年度储能集中采购招标公告。

此次采购储能系统（包含配套储能与共享储能）总容量为12GWh，不区分风冷/液冷，适用于共享/配套储能，包括2h（0.5C倍率）及4h（0.25C倍率）方案。

招标范围为储能系统所需全套设备的供货，包括磷酸铁锂电池、储能双向变流器(PCS)、电池管理系统(BMS)、能量管理系统(EMS)、汇流设备、变压器、集装箱体、集装箱内的配套设施（含环境监测、配电、消防、安防、照明、视频监视等)和通信线缆及相关电力电缆（含电池预制舱内部所有设备之间的连接线缆、电池预制舱与PCS之间的连接线缆，不包含升压站内35kV开关柜至储能系统升压变压器35kV电缆及储能变压器间35kV连接电缆）等。

本次集采拟采用直流1500V储能系统设计方案，并网电压等级为35KV（根据具体项目可调整设计）。储能系统能够与光伏或风电配合实现光/风储融合，能量搬移、具备一次调频的能力、并具备自动发电（AGC）功能、无功支撑、短路容量，对构网型储能系统还应具有黑启动、虚拟惯量、阻尼等应用，同时独立/共享/构网型储能系统可接受电网调度，参与电网调峰调频辅助服务，满足当地电网和消防验收要求。 投标人根据自身方案和设备特性，确定储能系统配置容量与集成方式。

投标人应提供储能电池系统满足持续0.25C/0.5C充放电工况下的整体解决方案，包括但不限于磷酸铁锂电池成组方案、BMS电池管理系统方案、热管理方案和消防系统方案等。

本次集采还要求投标人自2023年6月1日起应具有至少2个单体项目容量100MWh及以上或1个单体项目容量200MWh及以上的磷酸铁锂电化学储能系统集成设备的投产运行业绩（至少包含电室/舱、BMS、PCS），且累计合同业绩不低于1GWh（至少包含电池室/舱、BMS、PCS，单个合同容量20MWh及以上）。

值得注意的是，加上中核汇能，近期还有中国能建、中国华能、中国电建、中广核等央企发布了储能领域招标公告，招标规模总计48.5GWh。

资料显示，中核汇能是中核集团的全资子公司，是中核集团八大产业板块之一。2011年11月经国家工商行政管理总局批准成立，注册资金1亿元人民币。总部设在北京。主要从事风力发电项目开发，太阳能发电站的投资与开发。

On December 10th, China National Nuclear Corporation (CNNC) and Xinhua Power Generation released the bidding announcement for the centralized procurement of energy storage for the years 2025-2026.

The total capacity of the energy storage system (including supporting energy storage and shared energy storage) purchased this time is 12GWh, without distinguishing between air cooling/liquid cooling, suitable for shared/supporting energy storage, including 2h (0.5C ratio) and 4h (0.25C ratio) solutions.

The bidding scope includes the supply of the complete set of equipment required for the energy storage system, including lithium iron phosphate batteries, bidirectional energy storage converters (PCS), battery management systems (BMS), energy management systems (EMS), combiner equipment, transformers, container bodies, supporting facilities inside the container (including environmental monitoring, power distribution, fire protection, security, lighting, video surveillance, etc.), communication cables and related power cables (including connecting cables between all equipment inside the battery prefabricated compartment, connecting cables between the battery prefabricated compartment and PCS, excluding 35kV cables from the substation switchgear to the energy storage system step-up transformer and 35kV connecting cables between energy storage transformers).

This centralized procurement is planned to adopt a DC 1500V energy storage system design scheme, with a grid connected voltage level of 35KV (the design can be adjusted according to specific projects). The energy storage system can cooperate with photovoltaic or wind power to achieve the integration of light/wind storage, energy transfer, primary frequency regulation capability, automatic generation control (AGC) function, reactive power support, short-circuit capacity, etc. For grid type energy storage systems, it should also have applications such as black start, virtual inertia, damping, etc. At the same time, independent/shared/grid type energy storage systems can accept grid dispatching, participate in grid peak shaving and frequency regulation auxiliary services, and meet local grid and fire safety acceptance requirements. The bidder shall determine the configuration capacity and integration method of the energy storage system based on their own plan and equipment characteristics.

The bidder shall provide a comprehensive solution for the energy storage battery system to meet the continuous 0.25C/0.5C charging and discharging conditions, including but not limited to the grouping scheme of lithium iron phosphate batteries, BMS battery management system scheme, thermal management scheme, and fire protection system scheme.

It is worth noting that, in addition to China National Nuclear Corporation (CNNC), other state-owned enterprises such as China Energy Engineering Corporation, China Huaneng, China Power Construction Corporation, and China General Nuclear Power Corporation (CGN) have recently issued bidding notices for the energy storage sector, with a total bidding scale of 48.5GWh.
